RM6 bilion dibelanja untuk ‘tempahan pukal’ peralatan bina LCS, kata CEO LTAT

PETALING JAYA: Dana pencen angkatan tentera (LTAT) – pemegang saham terbesar dalam syarikat yang terpalit dengan kontroversi projek kapal tempur pesisir pantai (LCS) – berkata jumlah RM6 bilion yang hangat diperkatakan berkait projek itu dibelanjakan untuk “tempahan pukal” peralatan bagi membina kapal-kapal tersebut.

Ketua Pegawai Eksekutif (CEO) LTAT Ahmad Nazim Abdul Rahman berkata, membuat “tempahan pukal” bagi enam kapal adalah lebih murah berbanding dengan membeli peralatan secara individu.

Beliau juga berkata, sebahagian besar daripada RM9 bilion dalam kontrak itu dibelanjakan untuk “reka bentuk asas dan terperinci” yang dijalankan oleh Naval Group, penggerak utama dalam sektor tentera laut Perancis.

“RM9 bilion untuk enam kapal bawah kontrak asal bermakna harga satu kapal lebih kurang RM1.5 bilion,” katanya di Facebook semalam.

Nazim menyebut bahawa Mesir dan Emiriah Arab Bersatu (UAE) membelanjakan hampir RM1.9 bilion untuk satu kapal LCS mereka yang dibuat di Perancis, manakala AS membina kapal mereka dengan kos RM2.4 bilion setiap satu kerana ia “lebih canggih”.

Beliau turut mengesahkan bahawa kapal-kapal berkenaan sedang dibina di limbungan Lumut.

Katanya, beliau terlibat secara langsung dalam merangka pelan pemulihan projek LCS bersama Kementerian Pertahanan dan tentera laut.

“Bawah kontrak sekarang, pembinaan keenam-enam kapal ini perlu dibuat dalam masa yang sama,” tambahnya.

Pada Isnin, Menteri Pertahanan Hishammuddin Hussein berkata, LCS yang dibina oleh BNS akan siap dalam masa “sekurang-kurangnya satu atau dua tahun”.

Jawatankuasa Kira-kira Wang Negara (PAC) Parlimen minggu lepas mendedahkan bahawa tiada satu kapal pun siap walaupun Putrajaya membelanjakan RM6 bilion untuk projek yang diberikan kepada Boustead Naval Shipyard (BNS) melalui rundingan terus itu.

LTAT mempunyai 61% saham dalam BNS.

PAC berkata, BNS tidak mengendahkan pandangan tentera laut mengenai projek LCS.

Nazim juga berkata, projek LCS telah mewujudkan peluang pekerjaan bagi hampir 3,000 jurutera dan 400 vendor tempatan dalam pelbagai bidang.

Katanya, sebahagian daripada wang yang dimaksudkan untuk kapal itu digunakan untuk melunaskan hutang syarikat terdahulu yang perlu ditampung oleh Boustead Holdings dan BNS selepas mengambil alih projek itu.

Nazim berkata, Jemaah Menteri memutuskan untuk meneruskan projek itu pada April selepas mempertimbangkan tiga opsyen.

“(Salah satu opsyen) pelan penstrukturan semula BNS ini diteliti oleh pihak kerajaan di pelbagai peringkat, termasuk jawatankuasa Jemaah Menteri, yang mengambil masa selama lapan bulan,” katanya.
