DUBAI, United Arab Emirates (AP) — Several rebel groups fighting in the country against Chad's military junta have announced a move ahead of national reconciliation talks scheduled for later this month in the African country. The pledge was signed in Qatar on Monday. However, the major rebel groups did not agree to the terms and did not sign the pledge.
