Study participants must provide closing written submissions to the Commission by Friday.
It will be released after the city council election in October when it is confirmed that reporting is possible.
Ontario Transport Minister Caroline Mulroney granted the commission's request that she extend the deadline for the report to 30 November.
The original deadline, she said, was 31 August, but the Progressive Conservative Government, upon request, granted an extension to 30 November if the ministers agreed.
Municipal elections are scheduled for her October 24th.
The report was submitted in both English and French, especially given that four weeks of testimony only ended on 7 July and there was an information panel on public-private partnerships on 28 July. It is not surprising that the committee needs extra time to complete the report.

According to a decree establishing a Commission of Inquiry, the Minister of Transport will publish the final report "as soon as possible after its receipt."
