It made headlines, and Dean, who retired as a referee after last season but continues to serve in the VAR role, admits he made a mistake.
"In hindsight, I sometimes realize I might have acted differently. It gave me time to think about Sunday's clash at Stamford Bridge," he wrote in a MailPlus column.
"As VAR I could not have awarded the free kick, but I cannot recommend (Anthony) Taylor to go to the referee review area and consider the possibility of a red card.
"I had to find Romero pulling Cucurella's hair in seconds, but I didn't think it was an act of violence.
" I have since studied the footage and spoken to other referees, and in retrospect, I should have asked Taylor to go to his pitchside monitor and observe himself.
"No matter how experienced I am, having spent more than 20 years as aPremier League official, I show that I am always learning.
"This is very important for the authorities. It's a shame for me because it was one of those good weekends."
