Shasina Kerr, whose sister Ashley Ryan was among the victims of Thursday's shipwreck, is Nicole Lorraine Linton, 37, who allegedly caused the accident after she blew a red light at an intersection in Los Angeles.
"I just want to tell her that we have forgiven her," Carr told news station KTLA.
"She will have to live with this for the rest of her life. That's why she survived. We already understand that."

Investigators allege Linton, a nurse at Kaiser Permanente's West Los Angeles Medical Center, was driving at over 100 mph in a 35 mph zone, Fox 11.
Ryan's fetus, 11 month old son Alonzo Quintero and boyfriend Reynold Lester were all killed in clashes. Lester was reportedly taking her for her prenatal checkup at the time of her crash.[34][35] Six minors and two adults were also injured in the wreck.
In an interview on Saturday, Ryan's sister said she was her "first best friend."

Authorities arrested Linton on Friday on charges of vehicular manslaughter and serious
The case has been referred to the Los Angeles County District Attorney's Office.
Linton, who has been hospitalized for serious injuries sustained in the shipwreck, will appear in court on Monday.
