The counterterrorism measures, implemented in Kursk, Belgorod, and Bryansk regions bordering Ukraine, grant the government authority to relocate residents, monitor communications, and requisition vehicles. In neighboring Belarus, where Russian troops are stationed, President Alexander Lukashenko claimed that Belarusian air defenses intercepted unidentified objects launched from Ukraine. While Belarus has not directly engaged in the conflict, it has allowed Russian forces to use its territory.
The situation has been further complicated by a Russian missile strike on a shopping mall in Kostiantynivka, located in the eastern Donetsk region of Ukraine.
