On August 26, 2023, a Chinese Navy survey vessel briefly entered Japanese territorial waters, as reported by Japan's defense ministry. The incident occurred off the coast of Kagoshima Prefecture, situated on Kyushu Island, the southernmost of Japan's main islands.
The vessel was detected in Japanese territory at approximately 6:00 AM local time and departed by 7:53 AM, spending less than two hours in the area. This incursion marks the tenth occurrence involving Chinese Navy survey ships in Japanese waters over the past year. When including submarines and intelligence-gathering vessels, the total number of such incidents rises to thirteen.
Japan's territorial waters, as defined by the United Nations Convention on the Law of the Sea (UNCLOS), extend 12 nautical miles from its coastline. Both Japan and China are signatories to this convention, which establishes rules for maritime boundaries and activities.
The East China Sea, bordering Kagoshima Prefecture, has been a source of tension between Japan and China. The two nations have disputed ownership of the Senkaku Islands (known as Diaoyu in Chinese), which are located in this body of water. Additionally, the East China Sea contains significant oil and natural gas reserves, further complicating the geopolitical landscape.
Survey vessels, typically used for mapping the seafloor and collecting oceanographic data, have been at the center of these incidents. However, China has faced accusations of utilizing civilian and research vessels for military purposes, raising concerns about the true nature of these incursions.
Japan's Self-Defense Forces and Coast Guard are responsible for monitoring the country's territorial waters. Kagoshima Prefecture, where the recent incident occurred, is home to several important Japanese naval bases, underscoring the strategic significance of the region.
