India and Japan Strengthen Defense Ties, Affirm Indo-Pacific Vision
India and Japan bolster defense cooperation and support a free Indo-Pacific during '2+2' dialogue. Discussions include technology transfer and economic partnerships, highlighting growing bilateral relations.
India and Japan have reaffirmed their commitment to strengthening defense and security ties, as well as supporting a "common strategic vision" for a free and open Indo-Pacific region. This development comes as both nations navigate complex relationships with China in the area.
The third 'India-Japan 2+2' dialogue, involving foreign and defense ministers from both countries, took place in New Delhi on August 20, 2024. This format of diplomatic engagement, which has occurred three times in the past five years, underscores the growing importance of the India-Japan relationship.
A key focus of the talks was the potential transfer of battleship communication antennas and related technology from Japan to India. This move would mark a significant milestone as Japan's first export of defense equipment and technology to India under a pact established in 2015. The initiative aligns with Tokyo's efforts to bolster its defense industry, which has historically been constrained by post-World War II restrictions.
The strengthening of ties between India and Japan extends beyond defense cooperation. Both nations are members of the Quadrilateral Security Dialogue, commonly known as the Quad, which also includes the United States and Australia. This grouping is widely perceived as a counterbalance to China's influence in the Indo-Pacific region.
Economic relations between the two countries have also seen substantial growth. In the previous year, India and Japan launched a joint fund of $600 million dedicated to low carbon emission projects. This initiative reflects their shared commitment to addressing climate change and promoting sustainable development. Furthermore, bilateral trade between the two nations reached $22.85 billion in the 2023/24 fiscal year, highlighting the robust economic partnership.
"We reaffirm our commitment to a free, open, and inclusive Indo-Pacific region, fostering economic growth and ensuring maritime security for all nations."
The Indo-Pacific region, which encompasses an area from the east coast of Africa to the Pacific island nations, has gained strategic importance in recent years. It is home to 60% of the world's population and accounts for over 60% of global maritime trade. The concept of "Indo-Pacific" itself has gained prominence since the 2010s, reflecting the shifting geopolitical focus towards this vast and diverse area.
India and Japan, as the world's largest democracy and third-largest economy respectively, play crucial roles in shaping the future of the Indo-Pacific. Their "Special Strategic and Global Partnership," established in 2014, has paved the way for deeper cooperation across various sectors. Both countries are also members of the G20 and participate in the Supply Chain Resilience Initiative (SCRI), further cementing their economic and strategic ties.
As the geopolitical landscape continues to evolve, the strengthening partnership between India and Japan is likely to have far-reaching implications for regional stability and economic growth in the Indo-Pacific.
