MI5 Chief Warns of Escalating Threats from Russia and Iran

Ken McCallum, Director General of MI5, has issued a stark warning about the escalating threats facing the United Kingdom. In his annual address, McCallum highlighted the growing challenges posed by Russian military intelligence and Iranian activities on British soil.

The Security Service, commonly known as MI5, has witnessed a 48% increase in state threat investigations over the past year. This surge is attributed to Russia and Iran's increasing use of criminal networks and proxies to carry out covert operations. McCallum emphasized the complexity of the situation, stating, "MI5 has one hell of a job on its hands."

Since March 2017, MI5 and British police have successfully thwarted 43 late-stage terrorist plots, some of which were on the brink of execution. The agency, founded in 1909 and headquartered at Thames House in London, employs approximately 4,000 people dedicated to safeguarding national security.

McCallum expressed particular concern about the resurgence of al Qaeda and Islamic State (IS). He noted that these groups are attempting to capitalize on the ongoing conflict in the Middle East, with IS resuming efforts to export terrorism. The recent attack on a Moscow concert hall in March 2024, claimed by IS, underscores this renewed threat.

A troubling trend highlighted by McCallum is the increasing involvement of young people in terrorism-related activities. Of those under investigation, 13% are under the age of 18, representing a threefold increase over the past three years. This shift poses new challenges for counter-terrorism efforts and highlights the need for targeted prevention strategies.

The GRU, Russia's military intelligence agency established in 1918, was singled out for its "sustained mission to generate mayhem on British and European streets." Despite the expulsion of over 750 Russian diplomats from Europe following Russia's invasion of Ukraine, Russian state actors have turned to proxies to continue their disruptive activities.

Iran's involvement in "plot after plot" on British soil was also emphasized. Since January 2022, MI5 and the police have responded to 20 Iranian-backed plots potentially posing lethal threats to UK residents. This surge in Iranian activities presents a significant challenge to UK security services.

MI5, whose motto is "Regnum Defende" (Defence of the Realm), works closely with other UK intelligence agencies and international partners, including the Five Eyes alliance. The agency's powers are defined by the Security Service Act 1989, and its activities are governed by the Investigatory Powers Act 2016.
