In a significant development in the ongoing Russia-Ukraine conflict, Russian authorities have begun evacuating thousands of residents from border regions following a reported Ukrainian incursion into Russian territory. This unexpected offensive, which began on August 6, 2024, marks the most substantial foreign attack on Russian soil since World War II.

Alexei Smirnov, acting governor of Kursk, announced the evacuation of the Glushkov district, home to 20,000 people. Russian officials report that at least 200,000 individuals have been relocated from border areas thus far. The Kursk region, historically significant for the massive tank battle during World War II, now finds itself at the center of contemporary conflict.

Ukrainian forces, supported by drones, artillery, and tanks, claim to have advanced approximately 18 kilometers into Russian territory. Volodymyr Zelenskiy, Ukraine's President, stated that his forces had progressed several kilometers, achieving their goal of replenishing their "exchange fund" for potential prisoner swaps.

Russia's defense ministry reports intense fighting along the front, claiming their forces have improved positions in several areas. They also stated that Sukhoi-34 bombers, advanced Russian fighter-bombers, have targeted Ukrainian positions in Kursk. The ministry further reported shooting down Ukrainian drones over the Belgorod region, which borders Ukraine's Kharkiv Oblast.

While the incursion has embarrassed Moscow and exposed weaknesses in its border defenses, Russian officials maintain that this "invasion" will not alter the overall course of the war. Russia, which initiated its invasion of Ukraine in February 2022, approximately 2.5 years ago, currently controls about 18% of Ukrainian territory.

The West has consistently denied involvement in planning the Ukrainian offensive. However, Russian lawmaker Maria Butina expressed skepticism:

"Of course they are involved. When I studied in the United States the main rule was: 'Don't poke the bear'. What the West is doing today? They are poking the bear."

This offensive presents both opportunities and risks for Ukraine. While it has yielded significant battlefield gains, it could potentially weaken Ukraine's defenses along other parts of the front. Additionally, sustaining this advance will require a sophisticated logistics operation to support forces deep in Russian territory.
