Ukraine's Victory Strategy Hinges on Swift Allied Action, Says Zelenskiy

In a recent press conference in Kyiv, Volodymyr Zelenskiy, the President of Ukraine, outlined the critical nature of timely allied support for Ukraine's strategy to overcome Russian aggression. The event, held jointly with European Commission President Ursula von der Leyen, underscored the urgency of decisions required from international partners.

Zelenskiy emphasized that the success of Ukraine's "victory plan" is contingent upon swift actions from allies, particularly within the final quarter of 2023. He stated, "The entire plan is predicated upon quick decisions from our partners. The plan is predicated upon decisions which should take place from October to December, and not delaying these processes."

The Ukrainian leader disclosed plans to utilize a proposed multi-billion dollar European Union loan for enhancing air defense capabilities, addressing energy needs, and procuring domestically produced weapons. This financial support is part of the EU's ongoing commitment to Ukraine since the onset of the conflict.

Zelenskiy particularly highlighted the pivotal role of U.S. President Joe Biden in the victory plan. He mentioned that several key aspects of the strategy depend on the goodwill and support of the United States. The two leaders are scheduled to discuss these matters during Zelenskiy's upcoming visit to the U.S.

"Most of the decisions from the plan depend specifically on him (Biden). On other allies too, but there are certain points which depend on the goodwill and support of the United States."

While the specifics of the victory plan remain largely undisclosed, it aims to establish conditions acceptable to Ukraine after more than 30 months of conflict following Russia's full-scale invasion in February 2022.

The ongoing war has had far-reaching consequences, including a global energy crisis, food security concerns, and significant refugee movements. It has also prompted increased military spending in many European countries and led to the imposition of international sanctions on Russia.
