Zelenskiy's 'Victory Plan' Aims to End War Through Diplomatic Pressure

In a significant development, Volodymyr Zelenskiy, the President of Ukraine, has announced his intention to present a "victory plan" to U.S. President Joe Biden later this month. This strategic proposal aims to bolster Ukraine's position and potentially bring an end to the ongoing conflict through diplomatic channels.

Speaking at the annual Crimean Platform event in Kyiv on September 11, 2024, Zelenskiy emphasized the importance of garnering support from Ukraine's allies for this plan. He stated, "If partners support it, it will make it easier for Ukraine to force Russia to end the war." The Ukrainian leader believes that the plan could have both psychological and political impacts on Russia's decision-making process.

The announcement comes at a critical juncture in the conflict, which began with Russia's full-scale invasion on February 24, 2022. Despite recent Ukrainian military actions, including an incursion into Russia's Kursk region, Russian forces continue to make incremental advances in eastern Ukraine.

Zelenskiy's proposed plan is set against the backdrop of ongoing diplomatic efforts. In June 2024, Switzerland, known for its long history of neutrality and hosting international meetings, held the first peace summit on the Ukraine conflict. This gathering notably excluded Russian representation while attracting numerous international delegations.

Ukraine is now advocating for a follow-up summit to further its vision for peace. However, Moscow has maintained its stance of refusing negotiations while Ukrainian forces remain on Russian territory.

The Ukrainian President is expected to travel to the United Nations General Assembly later this month, where he may have the opportunity to discuss his plan with Biden and potential successors ahead of the November 2024 U.S. presidential election. This timing is crucial, as the UN General Assembly, one of the six principal organs of the United Nations, typically convenes in September each year.
