Maryland partners with IRS for free online tax filing service. Estimated 700,000 residents may qualify for the program, aiming to simplify tax returns and expedite refunds.

Maryland has announced its participation in the Internal Revenue Service's (IRS) Direct File program, a new initiative designed to simplify tax filing for eligible residents. This development, revealed on September 4, 2024, marks a significant step towards modernizing the state's tax system.

Brooke Lierman, Maryland's Comptroller, stated that while the exact eligibility criteria for the 2025 tax season are yet to be finalized, preliminary estimates suggest that approximately 700,000 Maryland residents could qualify for this free service. This represents a substantial portion of the state's taxpayers who may benefit from the streamlined process.

The Direct File program is part of the IRS's ongoing efforts to improve tax filing efficiency. The agency, established in 1862, has been continuously evolving its systems to meet taxpayer needs. Electronic filing, first introduced in 1986, has become increasingly popular, with about 90% of tax returns filed electronically as of 2021.

To facilitate the integration of state tax returns with the federal system, Maryland's comptroller's office has partnered with Code for America, a nonprofit organization founded in 2009. This collaboration aims to create a secure platform that will transfer information from federal tax returns to state tax returns, potentially saving taxpayers significant time and effort.

The IRS's decision to make the Direct File system permanent comes after a successful trial during the 2024 tax season. The pilot program was limited to 12 states and focused on taxpayers with straightforward W-2 forms. Now, the IRS plans to expand the service to all 50 states and the District of Columbia by 2025, marking a major shift in tax filing practices across the nation.

This expansion aligns with the growing trend of digital tax solutions. Since the introduction of the first electronic tax filing system in 1986, the process has become increasingly streamlined. The Free File program, launched in 2003, was an early attempt to provide free filing options, but the new Direct File program represents a more comprehensive approach.

The implementation of this program could have significant implications for Maryland taxpayers. With Americans spending an estimated 6.5 billion hours annually on tax compliance, and the tax code spanning over 74,000 pages, simplification is crucial. The average tax refund in 2023 was $2,753, and this new system could potentially expedite the refund process for many.

Maryland's participation in this program is particularly noteworthy given its historical significance. As the 7th state to ratify the U.S. Constitution, and with its capital, Annapolis, briefly serving as the U.S. capital in 1783-1784, Maryland continues to be at the forefront of governmental innovation.

As the program develops, taxpayers should stay informed about eligibility requirements and prepare for potential changes in their tax filing process. While the IRS audits less than 1% of all tax returns, ensuring accurate information transfer between federal and state systems will be crucial for the program's success.

This initiative represents a significant step towards simplifying the tax filing process, potentially benefiting hundreds of thousands of Maryland residents and setting a precedent for other states to follow.
