These groups have been creating and disseminating fabricated videos containing false accusations against Harris, which have gained significant traction online. One such video, featuring an actor falsely accusing Harris of a non-existent hit-and-run incident, amassed over 7 million views on X (formerly Twitter) alone.

The spread of these false narratives extends beyond X, with similar content appearing on Facebook, TikTok, and YouTube. This multi-platform approach demonstrates the propagandists' adeptness at exploiting various social media channels to maximize their reach and impact.

Microsoft's report also sheds light on the activities of Russian hacktivist groups, which appear to be working in tandem with Russian government entities such as the FSB security service and GRU military intelligence. These groups offer a method for potentially laundering compromising information while maintaining a veil of plausible deniability, a tactic that has become increasingly common in modern disinformation campaigns.

"Officials and the media should be wary of overinflating the threat of these groups in the public forum yet should remain vigilant."

Meta Platforms, Inc. announced the banning of pages associated with RT (formerly Russia Today) after U.S. officials accused the outlet of involvement in intelligence activities and propaganda. This decision followed the indictment of two RT employees by the U.S. Department of Justice in early September 2024 for their alleged role in covert information operations.

Secretary of State Antony Blinken emphasized the evolving nature of Russian propaganda outlets, stating that they are no longer merely sources of disinformation but are actively engaged in covert influence activities aimed at undermining American elections and democracies.

The report also highlights the activities of a Chinese influence group, which appears more focused on sowing division and confusion among Americans rather than supporting a specific candidate. This group has demonstrated increased agility in leveraging current events on social media platforms.

As the November 5, 2024, election approaches, concerns about foreign interference in the U.S. electoral process continue to grow. The U.S. Cybersecurity and Infrastructure Security Agency (CISA) and the FBI have warned that foreign actors may attempt to claim false or exaggerated hacks of voter rolls or other election materials to undermine trust in the electoral process.
