Rogozin told a newspaper that Russia needed to get more serious about its drone development the organisation of its military drone units and the development of electronic warfare and satellite positioning systems. He stated:

The senator pointed out that the pace of innovation was changing the situation at the front every month
Rogozin explained that the Black Sea Fleet had to change its base of operations essentially because large ships became easy targets for unmanned enemy boats. He noted that Russia lagged behind in drone technology when the conflict began about two-and-a-half years ago; and despite significant progress‚ it needs to accelerate advancements particularly in:
- Weapons spending focus
- Creation of special drone regiments
