KYIV — Russian troops attacked a civilian building on Monday in an attack on the city of Kremenchuk in Central Ukraine, causing casualties. The local governor said.
Poltava Governor Dmitry Lunin did not reveal details of the attack or casualties. "Unfortunately, there are victims, more on that later," Lunin said.
