Officers arrested the driver of a black Dodge Ram with an Alberta licence plate at the scene.
Witnesses gave help to the man who had been run over before the Kelowna Fire Department and paramedics took him to hospital, where he is receiving care for what police called “significant injuries.”
“The investigation is still ongoing but it appears that alcohol was a factor,” said Kelowna RCMP Insp. Beth McAndie in a statement. “In order to have a fulsome understanding of what occurred and why, a traffic analyst and officers from the general investigation section are engaged in the investigation.”
Police say the incident happened in an area where people were living in temporary shelters and tents. “We are grateful no one else was injured,” said RCMP spokesperson Cpl. Judith Bertrand.
Investigators are asking anyone who saw the collision to call Kelowna RCMP or make an anonymous report at 1-800-222-8477.
