In addition to these initial criminal prosecutions, the Commissioner said in a statement that 30 criminal investigations were also ongoing.

Quebec's anti-corruption department announced this winter that it was investigating various fraud schemes involving the use, manufacture, or trafficking of fake vaccine passports. The anti-corruption commissioner said investigations tended to show that crimes occurred throughout Quebec.

In February, the DPCP leader decided that the manufacture or use of fake vaccine passports "should not be subject to non-judicial or alternative measures."
