KHARKIV — A total of 17 people were killed and 42 wounded in two Russian attacks on Kharkiv, a major city in northeastern Ukraine, the regional governor said Thursday.

A pre-dawn rocket attack on Thursday killed three civilians and injured 17, according to local emergency services. It followed the Russian attack on Kharkov on Wednesday, and ambulance services initially said 12 people were killed. He said a body had been found.
