London — Boris Johnson said Thursday that he announced his resignation and regrets not being able to remain Prime Minister of the United Kingdom.
Johnson fought for his work for days, and after the latest in a series of scandals broke his willingness to support him, to all but a handful of allies. It was abandoned.
"Of course, it's painful not to see so many ideas and projects," Johnson said at the door at 10 Downing Street.
"But as we saw in Westminster, the herd's instinct is powerful and moves when the herd moves." (Reported by William James and Andrew McCaskill, edited by Elizabeth Piper)
