After 20 years of health and safety work, Philippe Ferreira said, " I've never seen anything like that. "

Ferreira, a former Ministry of Labor officer who worked for eight years, has been running S1 for seven years.
"I have never seen anything like this and investigated many serious injuries, deaths and incidents at construction sites," he said.
He added that most injuries and deaths can be prevented.
Sun is working to confirm media reports that PCL Constructors Canada controls the construction site.
A spokesman for the Ministry of Labor said he was investigating whether MOL was investigating the case.
