Captain Stephen Gencarrera and Lieutenant Matthew Gennett arrested Armand de Brignac at around 9:30 pm. The newspaper reported that he left his parked vehicle in the driving lane.

Police say police officers beat Rivas in the head, handcuffed him, resisted his arrest, and then took him to the ground.
