Biden: Ukraine's Incursion Creates 'Real Dilemma' for Putin

On August 13, 2024, U.S. President Joe Biden addressed Ukraine's recent military action into Russian territory, stating it has "created a real dilemma" for Russian President Vladimir Putin. This operation, involving approximately 1,000 Ukrainian troops with tanks and armored vehicles, commenced on August 6, 2024, in Russia's Kursk region.
Biden revealed he has been receiving frequent briefings on the situation, emphasizing the unexpected nature of Ukraine's move. The U.S. President's comments mark his first substantial remarks on the operation, which appears to have caught Russian forces off guard.
The United States has been a significant supporter of Ukraine since Russia's full-scale invasion in February 2022. In fact, the U.S. has provided over $75 billion in assistance to Ukraine since 2014, including billions in weaponry primarily intended for defensive purposes. In May 2024, Biden authorized Kyiv to use U.S.-supplied weapons against Russian military targets supporting offensives against Ukrainian cities, such as Kharkiv.
White House spokesperson Karine Jean-Pierre emphasized the U.S. government's non-involvement in the recent incursion. She stated, "We had nothing to do with this. We have no involvement." Jean-Pierre added that while the U.S. continues to communicate with Ukrainian officials about their approach, it is ultimately for Ukraine to explain their actions.
"We'll continue to have conversations with the Ukrainians about their approach but it is really for them to speak to."
Putin has suggested that Ukraine's operation may be aimed at improving Kyiv's negotiating position for potential future talks and slowing the advance of Russian forces along the front. However, U.S. officials remain uncertain about the specific objectives of Ukrainian President Volodymyr Zelenskyy.
This military action occurs against the backdrop of a conflict that has caused the largest refugee crisis in Europe since World War II and led to numerous international sanctions against Russia. The International Criminal Court has even issued an arrest warrant for Putin over alleged war crimes.
