Initially, Moscow proposed exchanging Griner and Whelan for Vadim Krasikov, a Russian hitman serving a life sentence in Germany for murdering an exiled Chechen-Georgian dissident in Berlin.

U.S. officials, recognizing the complexity of the situation, approached Germany to explore possibilities. They suggested including Alexei Navalny, a prominent Russian opposition leader, in the deal to make it more appealing to German authorities. Navalny had been treated in Germany after being poisoned in 2020 but voluntarily returned to Russia in 2021.

The death of Navalny in February 2024 threatened to derail the deal. However, U.S. officials persisted in their efforts, with President Biden personally involved in negotiations. In a call with German Chancellor Olaf Scholz on January 16, 2024, Biden secured Germany's cooperation in the exchange.

The final agreement, reached in July 2024, involved multiple countries, including Slovenia. Vice President Kamala Harris played a crucial role in persuading the Slovenian Prime Minister to release two Russians as part of the swap.
