Microsoft's Threat Analysis Center has uncovered a sophisticated Russian disinformation operation targeting Kamala Harris, the Democratic vice presidential candidate in the upcoming U.S. election. The operation, attributed to a Kremlin-aligned group known as Storm-1516, fabricated a false claim about Harris's involvement in a hit-and-run incident in San Francisco.

The tech giant's researchers discovered that the Russian operatives created a video featuring a paid actor posing as the alleged victim. They also established a fake website for a non-existent San Francisco news outlet called "KBSF-TV" to disseminate the false information. This discovery highlights Russia's intensified efforts to influence the November 5, 2024, U.S. presidential election, which is now less than two months away.

Storm-1516, known for producing misleading videos with actors impersonating whistleblowers or journalists, initially struggled to adapt its operations following President Biden's withdrawal from the 2024 race. However, in late August 2024, the group began generating content implicating Vice President Harris and her running mate, Governor Tim Walz, in what Microsoft describes as "outlandish fake conspiracy theories."

The false claim about Harris spread rapidly on social media platforms, including X.com (formerly Twitter), under the hashtag #HitAndRunKamala. On September 3, 2024, a self-described "Registered foreign agent for Sputnik News" shared the video, urging "MAGA folks" to make it viral. The video has since garnered over 2.7 million views.

This incident is part of a broader pattern of Russian interference in foreign elections, a trend that has been observed since the 2010s. The U.S. Justice Department, established in 1870, has taken action against employees of Russian state media network RT for their alleged involvement in hiring an American company to produce online content aimed at influencing the election.

Harris has stated that if elected, she will continue supporting Ukraine in its defense against Russia's invasion, which began on February 24, 2022, escalating the Russo-Ukrainian War.
