Police said Rachel Zion Clay, 36, was detained in the back seat of a police car after being found acting strangely in herOklahomaneighborhood. was not arrested.
Police arrived on the scene last Friday for a welfare check after Clay was found crawling and barking.
Handcuffed for her personal safety, she managed to free her hands and grabbed the officer's assault rifle in her backseat.
She opened fire on both officers and passers-by before barricading her three hours inside a police car.
Shocking dashcam footage taken from inside the vehicle shows the moment Clay pointed her AR-15 out her rear window and pulled the trigger.
Grady County Sheriff's Deputy Gary Boggess said about 10 shots were fired.
He told KOKH-TV: }

"She was then able to figure out how to put the bullets in and light them on fire, and fired about ten rounds at our agents and civilians."
Officers said the woman tested positive for methamphetamine after she finally surrendered.
She was taken into custody and held at Grady County Jail.
Both the officer and the passerby suffered non-life-threatening injuries and were discharged from the hospital, according to authorities.
Boggess said his office was changing protocols to prevent the incident from happening again.
