As old ghosts return to haunt UIA, will ED Mukiza survive?

Old ghosts that saw Jolly Kaguhangire, a former Uganda Investment Authority (UIA) Executive Director exit acrimoniously are back to haunt the Authority and current ED Robert Mukiza may not survive knifing and even jail.

Insiders paint a picture of an institution embroiled in every scandal you have ever heard of (as we shall be detailing one by one in our subsequent publications)—alleged sex networks, corruption, illicit wealth accumulation, industrial parks land bonanza, nepotism, mismanagement, embezzlement, unfair dismissal of staff, huge allowances and salaries, ghost staff among others.

Given that Gen Museveni has been zealous about the industrialization agenda, wooing investors day and night to come and set factories here, he will be willing to crush whoever messes up with one of the critical agencies like UIA which are supposed to play a leading role, but here are the bosses playing sabotage games.

If news coming from there is to go by, then Gen. Museveni may need to think about kicking the ass.

According to a report in our possession, everything is a mess at UIA and agencies like the IGG, SHACU, Auditor General have shown little appetite to probe what is happening there or could have been compromised or intimidated to back off or they are waiting for the right time to strike.

This publication understands, Tom Magambo’s Police CID has already picked interest in the matter and one by one, all those involved will be harvested and booked to Luzira prisons for some time.

UIA is also reportedly using internal mechanisms to salvage itself—some staff have faced disciplinary action and others sacked already to allegedly cover up the big fish.

According to information obtained, morale is low at the authority and the atmosphere is toxic. Some staffers don’t see eye to eye including their boss, Mukiza who some staff these days blast openly only to attract his wrath in the form of knifing or voluntary exit.

A section of staff are now asking the Morrison Rwakakamba led UIA Board to do the needful if they are not part of the ‘game’ before everything goes to the dogs.

We are told because of this mess, in the Mukiza led administration period, there has been a decline in investment licenses issued.

Investors are reportedly targeted for extortion and intimidation by UIA officials which has made a number of them lose confidence in investing in Uganda. Foreign Direct Investment (FDI) has reportedly declined.

Reports also suggest that for a serious investor to acquire land in any industrial park, especially that of Namanve, you have to pay  handsomely.

Serious investors have reportedly been denied land in various industrial parks curiously in favour of fake ones who in turn beat the system and sell the same to the former expensively.

We are told it’s because of UIA’s ineptness that Kampala Industrial and Business Park (KIBP) Namanve development has actually stalled with no tangible results to show.

That this partly explains why the likes of Lagan Dott Namanve, the infrastructural improvement contractors are not under any kind of pressure to expedite road and drainage works in Namanve because UIA bosses are either sleeping on the job and can’t do their supervision work or compromised to keep a blind eye.
