China sets new rules for dual-use exports, starting December

Li Qiang‚ Chinas Premier‚ has put his name on a State Council decree that brings in new rules for exporting stuff that can be used for both regular and military purposes. These rules are gonna kick in on 12/1/24

The point of these rules is to make things clearer and more standard when it comes to controlling what gets exported. Its also about getting better at keeping tabs on items that might be used for normal stuff or for making weapons

The US has been saying that Beijing is helping Russia in its fight with Ukraine (which has been going on for like 3 years now) by sending over things like tiny electronics that can be used to build weapons. But China says it hasnt given any weapons to anyone and that normal trade with Russia shouldnt be messed with

Heres what the new rules do:
- You need a permit to export dual-use stuff
- Theres a list of things you cant easily send out
- If youre exporting this kind of stuff‚ you gotta say whoʼs gonna use it and what for

We have not provided weaponry to any party normal trade with Russia should not be interrupted

China insists

Just this week‚ Washington slapped some sanctions on two Chinese companies and a Russian one that work together to make and send out attack drones. The US also told both countries to stop working together in ways that help the Ukraine war keep going
