The Intergovernmental Authority for Development (IGAD) has received financing from the Federal Republic of Germany through its development bank – KfW – to constitute the Regional Migration Fund (RMF). IGAD intends to apply part of the agreed amount for this fund to payments under the contract to engage Non-Governmental Organisations (NGOs) to serve as implementation partners in the implementation of approved projects under the fund in the Moyale-Moyale region.

The overall objective of the IGAD RMF is to create economic opportunities and improve living conditions for migrants, refugees, and host communities in the IGAD region. It does so under two settings:

In the recent past, the IGAD RMF Fund Management Unit (FMU) of the RMF, with responsibility for the day-to-day management of the fund, undertook a number of investment planning missions to the Moyale-Moyale region in order to identify economic and social infrastructure measures that would contribute to achieving the goals of the fund in the area.

The set of projects identified include the following:

Lot 1: Moyale-Kenya
Rehabilitation of Livestock market (1);
Rehabilitation of Abattoir (1);
Construction of Boda-Boda office and Shelter (1 office and 1 shelter);
Rehabilitation of water sources and supply (3);
Establishment of livestock water source (1).

Lot 2: Moyale-Ethiopia [Somali and Oromia]
Rehabilitation of Livestock markets (2);
Construction of Abattoirs (2);
Construction of Boda-Boda offices and Shelters (2);
Establishment of water source (4);
Rehabilitation of water source (4)

For the implementation of these measures, the RMF has foreseen a three-tier structure of implementing partners including sub-delegatees, design and supervision firms (DSF), and works contractors (WC). The sub-delegatees shall procure the DSF that will provide technical assistance for the procurement of the WC.

The subdelegatees are expected to provide support to the FMU in coordinating the activities of the other two implementing partners (IPs) on a country-level basis (Kenya and Ethiopia).

In order to ensure the successful implementation of these measures, IGAD is now seeking for interested parties to act as sub-delegatees to provide support in the administration, management, and in some cases, operation of the investments by the RMF. The sub-delegatee will participate in the management, supervision of implementation, operation, and maintenance of the built infrastructure. Furthermore, the sub-delegatee will be responsible for undertaking Capability Strengthening Measures that accompany the construction measures, the details of which vary from measure to measure.

IGAD now invites eligible Organisations, legally constituted as Non-Governmental Organisation (NGO) registered under relevant laws of their countries of operations (Kenya or Ethiopia) to indicate their interest in providing these services. It does not constitute an invitation to tender. Interested NGOs must provide information indicating that they are qualified to perform the services (brochures, organizational capacities, description of similar assignments, regional experience in similar conditions as well as key sectors and methods, availability of appropriate skills among staff, etc.). NGOs may constitute a joint venture with other NGOs (preferably local NGOs) to enhance their chances of qualification. The applications (Expression of Interest) will be reviewed by an evaluation committee against the above listed requirements for Pre-qualification.
