Russia changes nuclear rules while US keeps cool about new military policy
Russia made its nuclear-use rules more flexible after Ukraine hit deep inside Russian territory. US officials say they expected this change and wont modify their own nuclear approach

Vladimir Putin signed off on new rules that make it easier to use nuclear weapons against non-nuclear attacks. This happened right after Ukraine used US-made missiles to hit targets in Russia: the strike was confirmed by both Ukrainian and American sources
The updated policy has some key points that change how Russia might respond to attacks
- Any strike from a non-nuclear country backed by nuclear powers counts as a joint-attack
- An attack from one military alliance member equals an attack from whole group
- Conventional weapons hitting deep in Russia could trigger nuclear response
The White House pointed to Putins use of North-Korean soldiers in Ukraine — which they see as making things worse. Russian defense officials say Ukraine shot 6 missiles at Bryansk region but their systems stopped 5 and partly stopped 1 (missing commas and incorrect dash usage)
Moscow has been telling NATO countries that if Ukraine uses their long-range missiles to hit Russian land theyʼd see those countries as direct war participants
