Starmer Pledges New Era in Cross-Border Cooperation on Migration

Keir Starmer, the British Prime Minister, is set to engage in discussions with Italian Prime Minister Giorgia Meloni on September 18, 2024, as part of his ongoing efforts to strengthen the United Kingdom's ties with European nations. This meeting follows Starmer's recent visits to Berlin, Paris, and Dublin, underscoring his commitment to rebuilding relationships with European partners.

The primary focus of the talks will be addressing the issue of illegal migration and combating people smuggling networks. Starmer has announced the establishment of a new Border Security Command, to be led by Martin Hewitt, former chair of the National Police Chiefs' Council. This initiative aims to facilitate joint investigations with other countries and enhance cross-border cooperation.

Starmer's approach marks a departure from the previous administration's policies. While he has abandoned the controversial plan to deport asylum seekers to Rwanda, he remains open to exploring offshore processing of asylum claims, similar to Italy's agreement with Albania.

The urgency of addressing migration issues is highlighted by recent tragic events. On September 15, 2024, eight individuals lost their lives attempting to cross the English Channel, bringing the total death toll for such attempts to 46 since the beginning of the year. The Channel, approximately 350 miles long and 21 miles wide at its narrowest point, continues to be a perilous route for migrants.

During his visit to Rome, Starmer will examine Italy's approach to migration at the National Coordination Centre for Migration, established in 2017. Italy has reported a 60% reduction in irregular sea arrivals, a statistic that the UK government is keen to understand and potentially replicate.

The Labour government's strategy includes increasing deportation flights and redirecting funds from the scrapped Rwanda scheme towards law enforcement efforts to prevent illegal crossings. This approach aligns with international efforts to manage migration, such as those coordinated by the European Border and Coast Guard Agency (Frontex), established in 2004.

The meeting between Starmer and Meloni is also expected to cover defence matters, potentially including discussions on the Global Combat Air Programme (GCAP), a fighter jet project involving the UK, Italy, and Japan, launched in December 2022.

As the UK seeks to redefine its relationship with Europe post-Brexit, Starmer's diplomatic efforts reflect a broader shift in approach. This renewed focus on international cooperation aligns with global initiatives such as the 1951 Refugee Convention and the work of organizations like the UN Refugee Agency (UNHCR) and the International Organization for Migration (IOM).
