In a jam-packed rally in western India Narendra Modi made clear statements about Kashmirs future: the regions governance will stay under central control. Speaking at Maharashtra on nov 8th he pointed to Babasaheb Ambedkars constitution as the only ruling document for the area

The govt changed Kashmirs status bout 5 years ago splitting it into two union territories - a move that wasnt popular with local political groups. After the first local polls in 10 years (held in sept-oct) newly-chosen lawmakers want the old system back but dont have the power to make this happen
The current setup lets Kashmir make some local rules but needs ok from federal admin for money-related choices. Before 2019 Kashmir had its own constitution and could decide most things except defense foreign affairs and communications
The area has had its share of problems since India-Pakistan split in late 40s. Both countries say its theirs but only control parts of it - which led to two big fights between them. Its also Indias only muslim-majority region where security forces have dealt with militant activity since late 80s
