Truss—Russia needed to help pay for the damage it did to Ukraine during the "horrible war," while Kyiv also needed help to revive its devastated economy. British Foreign Minister Liz Truss told Reuters on Monday.
"We need to detain Russia to explain this horrific war," Truss told bystanders at the Ukrainian Reconstruction Conference in Lugano. "We are considering options for expanding Russia's assets."
