The shooting at Williams Lake Stampedewas accused of attempting murder and firing firearms for life-threatening purposes.
Jordell Anything Sellars will appear in court on Monday, BC Rosecution Service said in an email.
Two people were hospitalized after a mass shooting at Stampede's grounds on Sunday afternoon. One was arrested.

Police believe this is a targeted shot, but one innocent bystander was injured,
said RCMP staff Sgt. Darren Dodge in the news release on Monday.
