London — British police said Monday that a 19-year-old man had been charged with possessing explosives and terrorist crimes after being arrested in northwestern England on June 27.
Bourne Conrad John Dolphin, who lived in Walsall in central England, appeared at the Westminster Administrative Court in London on Tuesday and faced prosecution, West Midlands police said.
Police said the charges included possession of explosives and manuals on how to make improvised explosives and firearms, as well as online sharing of materials that encourage terrorist acts.
In February, UK security services lowered the rating of the threat posed by terrorism from "serious" to "substantial." In other words, we have determined that future attacks are likely, but not likely. (Report by David Milliken, edited by Alex Richardson)
