Govt invites bids for green scheme projects

The Ministry of Agriculture, Water and Land Reform is inviting bids for the lease of three green scheme projects, namely Katima Liselo, Tandjieskoppe and Zone, the ministry said on Thursday.

“We have the land allocated, cleared and demarcated for these projects, however, they are not developed,” ministry’s spokesperson, Jona Musheko, said.

According to Musheko, the request for pre-qualification the ministry publicised is an invitation to all potential investors to come on board on a lease agreement.

“The model of leasing we want to use is called build, operate and transfer,” he said.

Musheko said using this model, the ministry will give the potential investor the undeveloped project for a stipulated period that will be agreed upon between the investor and the ministry. The investor will build and erect all the infrastructure needed to effectively run the project, operate and generate an own income and then transfer it back to government at the end of the agreement.

“We won’t just give it away for 99 years, we have gotten smarter,” Musheko said.

According to Musheko, the government will decide whether to return these projects to the market for leasing or take over management like those they are already running.
