PLASTIC IMPORTS TO BE REGULATED

MBABANE – The importation, manufacture of plastic bags and the plastic levy will now be regulated as from September 1, 2023.

According to the notice issued by the Eswatini Environment Authority (EEA), the regulation of this sector comes after the promulgation of the Control of Plastic Bags Regulations, 2021 on May 21, 2021. As such, plastic bags may not be imported or manufactured in the country except only in accordance with the conditions of an import and manufacturer licence issued by the EEA in line with sub-regulation 4(1) of the Regulations.

Plastic bags shall be levied as per Regulation 8 of the Control of Plastic Bags Regulations, 2021. Twenty-four litres plastic bags with a plastic film of less than 30 microns shall be levied at 25 cents per plastic bag. Twenty four litres plastic bags with a plastic film above thirty (30) microns shall be levied at 35 cents per plastic bag and a packet of 20 refuse or waste bags shall be levied 35 cents per packet. All retailers are expected to file the plastic levy return using the link http://pirts.ees.org sz/Login/Loginform. Upon filing of the return, retailers are then expected to remit the plastic levy to Eswatini Revenue Services (ERS).
