OPINION: Runway 10 Peninsula Lands

Recent Cabinet Notes Government on a Signature Flight complaint has decided to take back all lands in and around the airport which could impact the security of the airport.

The land in question will impact several companies which were the beneficiaries of lands sold to R. Allen Stanford by Cabinet Decision of February 6, 2003, as follows:‘Purchase of Government Lands, Conversion of Leasehold to Freehold.

Purchase of a Damaged Warehouse, Management and Operation of the V.C. Bird International Airport, Airport Development, and Construction of a Fixed Base Operation at the Airport by Stanford Development Company Ltd.(SDC).’

The three page Cabinet Decision gave SDC permission to convert all the lands leased in and around the airport into freehold, including Trust land which stipulated that on expiry of the Trust the land return to Government.

Land within the Perimeter Fence of an International Airport is never sold, only leased, but Antigua is not known to recognize Rules, and so Stanford Development Company became the owner of 36 + acres of land within the Perimeter Fence with a Dis-used Runway.

Current owners of lands on the strategic lands of Runway 10 include Antigua Hangars Inc.(Makeda Mikael) & CalvinAir Helicopters (Calvin Ayre). Others located within the unrecognized buffer zone expected around Airports include Hadeed, Shell Beach Marina & IF Company.

The Cabinet notes advise that the Government will pay fair market value at surrender of lands. The move is stated to ensure the Safety & Security of the V.C.

This Security violations on Runway 10 involve all operators on RUNWAY10,  including Signature Flight Operations and their passengers/bags and employees, CalvinAir, and their employees, and all others as the Perimeter Fence, as ICAO Regulation provide, must be around the Airport’s lands, which is restricted to the concrete runway.
