Open Letter to South Africa…Subject: Upholding International Justice: An Appeal to the President of South Africa

Dear President Cyril Ramaphosa,

I hope this letter finds you well and thriving in your esteemed role as the President of South Africa.

As a global citizen committed to justice, I am writing to you regarding a matter of significant international concern. It pertains to the forthcoming BRICS summit, scheduled to take place in your country in August, and the attendance of Russian President, Mr. Vladimir Putin.

On 17 March 2023, the International Criminal Court (ICC) issued a warrant of arrest against Mr. Putin, attributing to him charges of war crimes that include the unlawful deportation and transfer of populations (children) from occupied areas of Ukraine to the Russian Federation​1​. The ICC’s decision is not one taken lightly, and it is incumbent on all nations to support the rule of law and the pursuit of justice.

We understand that the Russian Federation is a critical partner within the BRICS framework, and diplomatic considerations are of utmost importance. However, we believe that it is essential to prioritize the principles of justice, human rights, and the rule of law. Upholding these values not only defines us as nations but also shapes the global order we want to see.

Therefore, I humbly urge you to respect the ICC’s warrant and reconsider welcoming Mr. Putin to South Africa for the BRICS summit. Your decision could send a powerful message to the world, reinforcing South Africa’s commitment to the principles of justice, human rights and rule of law, and its respect for the International Criminal Court.

While your government has stated that “immunity” granted to attendees of the summit does not “override any warrant that may have been issued by any international tribunal against any attendee of the conference”​2​, it remains crucial that this position is unambiguously communicated and upheld.

The eyes of the world will be on South Africa during the BRICS summit, and the decisions taken will undoubtedly shape international relations in the years to come. I trust that you will make a decision that aligns with the principles that South Africa has long championed, and that you will demonstrate the moral courage and leadership that these times demand.
