NID compulsory, says Kapavore

If a public servant is not registered with the national identity (NID) system, he or she will not get paid starting next year, 2020.

This was the message to all public servants from outgoing minister Elias Kapavore as he handed over the Public Service ministry to Westly Nukundj this week.

He said this was one of the focus areas that he wanted to see all public servants to get registered and for those who are not have the remaining months to do so.

Mr Kapavore gave a few outlines of what had been done in the past 20 months and urged Mr Nukundj to continue these reforms into 2022.

He said this was because at the moment, there was a lot of abuse in the public sector payroll system.

“I believe if we can get all the public servants registered within the next couple of months, we will make an announcement that by the end of this year, if a public servant is not registered to the NID system, you will not get paid.

“We should not continue to allow this duplication of pay in the system but see people getting paid for working,” he said.

He said that as part of cost-saving measures, he had fought for the removal of a lot of domestic market allowances that were paid illegally in the system.

“If we continue to allow this we will see K300 million to K400 million blowout every year,” Mr Kapavore said.

He said that a March 28 Supreme Court decision last year nullified the Public Service Management Act of 2014, especially the ministerial executive appointment committee, one of the key financial implication that the public servants were now faced with was that more than 7000 of them must retire because they had reached the compulsory retirement age of 60.
